Add the onions, carrots, celery, and garlic. Cook until softened, about 10 minutes. Stir in the remaining ingredients except for the herbs. Bring to a boil, reduce the heat, and simmer uncovered for 30 minutes. Remove from the heat and let cool slightly. Discard the bay leaf, rosemary, thyme, marjoram, basil, and parsley. Transfer the mixture to a blender and puree until smooth. Return to the pan and stir in the herbs. Simmer gently for 15 minutes. Serve hot or cold.

Mix well. Shape into 6 equal balls. Roll each ball in the Parmesan cheese. Place on an ungreased baking sheet. Bake at 350 degrees F for 20 minutes or until golden brown. Garnish with the bell peppers.
